Yes it true, any android device can monitor your heart rate. A app called Runtastic Heart Rate can monitor you heart rate from any Android device. This app uses camera and flash to monitor heart rate, just like what Galaxy S5 does. User has to hold its finger covering camera and flash and the application tell your current heart rate.
The Runtastic Heart Rate app is currently available for free on Google Play.
